That's TriForce Game Master (see the "TFGM" on his shirt?) from Empire Arcadia, the "team/organization" that sponsors/backs many of the top fighting game players in the states, including Justin Wong and Ricky Ortiz.
He's most known for wearing his power glove at fighting game tournaments, and apparently at this campout too.

He got his PowerGlove signed by Shigeru Miyamoto at the event. He also managed to talk for 6 hours about how the Zelda series are connected chronologically. Amazingly dedicated and a lot of fun to be around.
